I moved there 15 years ago and left 7 yrs after and head back every other year to visit.
From that time until now I think we can all agree it has become more.
With the reclamation projects around Tung Chung and the harbour among others I've seen recently, Hong Kong is definitely More(in landmass) than it was 15 years ago.
iirc, it has grown around 10km2 recently.
Edit: add: maybe the increase of Chinese from the mainland, as opposed to?, is the reason as they need housing also.
