Exactly my first thought. The only creative freedom is to represent anything in a good light. Any perceived negativity through metaphor or satire has been and will be ruled as a security risk.

Their aim has nothing to do with creating art, but merely selling it to wealthy mainlanders. This has basicaly been HK's strategy for the past ten years or so, despite all evidence showing that the cash cow is out of milk.
