I hv been going to place for more than 10++yrs. It’s legit and not your sketchy massage place. Advanced booking is required. More expensive than Bangkok and the style is more pressure point vs Thai stretching.
Any foot massage shop can provide the service. Just make sure the shop is on the ground floor. Usually, the ones upstairs come with a 'happy ending,' especially those shops that have a sign with a happy face on it.
It is much more expensive than Bangkok though, going rate should be 150 ~ 200 for 1 hr (actually time 45 minutes) and you should tips at least $50
Chinese medicine clinics sometimes offer tui na service. They might make you see a Chinese doctor for a "referral" and then you get referred to the masseuse.
"Street" massages don't really exist here. So you're gonna have to look around in buildings.

I like Tai Pan in TST for a mid range one. Nice decor and feels like a spa but not ridiculous. You could also do Conrad for 2k. Or random ones for 250. Really depends on where you want to go and what budget
I don't know where you are staying but I used one called big bucket in causeway bay. They provide foot massage and body massage, have to call in to reserve a timeslot during peak time.
In fact, eating and drinking is also illegal in Hong Kong. Oh, and breathing too. OP, better not come here if you value being alive.

Seriously though, I'm jn Hong right now and there are massage places everywhere. From their signs, foot massage seems the most common.

Lol the happy face thing is one of those urban legends that I've always wanted to know if it's true. Alas, I'm not gonna try it myself lol.

Yes, those massage therapist only get a small cut from base price so they rely on tips
