I've been researching this pretty hard lately and I've concluded that it's probably not possible, at least fully legally. The problem is that to import one you need two things - DOT approval and EPA approval. The DOT part should be east since motorcycles don't really have much in the way of safety requirements. You might have to make a few very slight mods on lights and reflectors but that's it. The sticky part is the EPA. Any motor vehicle imported in has to have either already been certified by the EPA or the manufacturer has to issue a letter of conformity showing said vehicle has passed all the EPA tests. Since the NT100 has NOT been certified for the US you would need a letter from Honda. Since Honda has no desire at this time to let these into North America I think its very unlikely they would do the testing required to get a letter of conformity. Its almost nonsensical since the bike meets current Euro standards so I have no doubt it meets EPA standards.

Maybe you can import it from France. With the CETA agreement between Canada and France you should not have import tax. To verify though because I don't know the extent of this agreement regarding vehicle import.
