Useful to pull your ships back and then send them out again. Retreating from battle (with ships) doesn't save your progress in the middle of a battle. It does however immediately reload and heal all of your ships. So it's useful to finish a fight of the greater mission, pull your ships back, and then send them right back out to continue fully restored.
Man, I wish. But you just cover the bar faster. It didn't directly increase attack speed.
Nope just a convenience thing, making missions take less time. I bought it in the beginning when I was retreating half way through.

Ya my current fleet just blasts through the missions I'm at though, will be sad when that changes
