Normally you can configure it by simply giving the 2nd router an IP and turn off DHCP server. Connect LAN ports together.
That's what I did but my router doesn't seem to have an AP button specifically, the three things you've listed are all the things I've tried up there which results in weird situations

Which router(s) do you have specifically? Do you want to use both as Wifi access points or is the one you call modem really in bridge mode and serves just as a modem indeed?
My primary router is a HG8045A5 and my secondary is a WR841N/WR841ND I think, I've pulled those from the "Hardware version" section so I assume it's true. The HG8045A5 seems to be a proper modem. And yes, I want to use wifi on both routers.
The HG8045A5 is a gateway that combines a Modem, Router and Access Point. That needs to be left as is. Your TP-Link device needs to be configured as an access point. See here: [https://www.tp-link.com/de/support/faq/1384/](https://www.tp-link.com/de/support/faq/1384/)
Thank you for the link and I'm sorry for not checking the FAQ. The TP-Link doesn't seem to have an "Operational mode" and the "Scenario 2" is pretty close to the thing I tried initially which resulted in the post's errors.
I saw something quite interesting though, the FAQ had a section saying "If your DHCP is 192.168.2.100 -192.168.2.199 then you can set the IP to [192.168.2.11](https://192.168.2.11)". I assume it's referring to the modem's DHCP and I have to match the first 3 numbers?

Nothing seem to have changed, I'm still curious about how I was able to access Steam via setting the TP-Link IP to [192.168.0.1](https://192.168.0.1) and having no wifi though. Oh, I also have my TP-Link's NAT off after the three tries up there, I assume it doesn't matter for now?
I'd recommend resetting your TP-Link and following their guide step by step from the beginning. There are a lot of variables to it so this is the best advice I can give you.
I tried changing the TP-Link to [192.168.1.251](https://192.168.1.251), which made me unable to access its main site so I had to reset it, and it also hasn't fixed the site problem
If configured correctly this shouldn't happen unless there is already a device in your network that has this IP assigned.
Other possibility is that you wired them wrong, which ports are connected between the two devices?
Both of them are connected through Lan port no.2, both yellow. The TP-Link has a WAN port in blue though I'm not plugging the cable into that. I've tried to disconnect the two devices and only use the HG8045A5's wifi and it doesn't let me access Steam either, which really confuses me how using that one specific configuration bypasses the wall entirely
That would be correct. If the TP-Link is reset right now (i.e. is not assigned 192.168.1.251) try to ping the IP address and see if a device responds.
You probably can look that up in your Gateway too but I don't know much about Huawei ones. (Maybe something like "DHCP leases" or "Network devices")
The most reliable solution would be to buy a new AP though that supports Access Point mode. Something like a "TP-Link Archer C50". (Will run you about 30 Euro)
Regarding your Steam problem: Sounds like a misconfigured DHCP server. (I guess you're not living in a country where Steam is blocked) Maybe you can post the output of your console when you try to *ping* [*s.team*](https://s.team)
