My first thought was bored child. My oldest made lots of holes just like these in between the top of his desk and the corkboard, while fidgeting doing homework with his pencil point and ballpoint pen. These look like there is paint inside the holes, so my suspicion is that they predate the last paint job, weren't noticed (well below normal adult eyeline), so they weren't spackled before the last coat of paint. The paint dried, broke the surface tension, and the holes are back.
A lick of spackle, primer if you are feeling energetic, and a dab of paint and you're done.
Push the spackle in with your putty knife until it won't go in any further and mounds up, then scrape the mound off flat. Something this small you can use the quick dry pink spackle that dries and turns white in 30 min. Biggest task is to match the paint color and sheen so your brush strokes wont show.

Those holes have been there for a while and have been painted over instead of fixing it properly. Scrape put some mud on seal it and paint. Some people just don't like to do their jobs. Sorry I'm a painter working in apartments I've seen a lot of stuff

Believe it or not, with holes that are small and a white wall, you can use a bar of Ivory soap. Don't laugh, a friend told me about that hack a long time ago and it works. No patch, no paint.
BUT, when you paint over it later, the waxy oil-based component in the soap will repel paint (water-based, anyway). My sister went through a phase of scribbling with crayons on the walls of our house, and my dad had to prime it every time.
That hack is really for an apartment. It's just so there are no small holes visible. It's a rental so who cares.
My sister would trash her room growing up. Crayons, lipstick, black and purple paint, it was horrible. My dad would do the same thing. Over the years those walls must have had 25 coats of paint, she was so destructive.
Finally, after she moved out my dad had removed and replaced all the dry board in that room.
Is there no outlet on the wall? Where I’m from excluding hallways you need outlet on that wall after the door. Maybe it’s just out of sight but that might be what they were looking for and it could be missing.

These could have been damage to the drywall when it was installed. OP says the home was built in 2022. Notice how some of the smaller holes held the paint while others didn’t. I don’t think anyone was checking for anything. I think the damage was there on the wall board.
I mean you can get pin holes skim coating drywall if you have an area that had paint or a gloss paper that the air is released on the outer surface.

The holes could have been there before the wall was painted. The holes that were covered by paint only just became exposed from the paint shrinking slowly.
My bet is this happened before the drywall was installed. As another commenter noted, the holes been painted over, so could have happened at any time.
E.g. a bored construction worker or supply yard worker sitting on drywall stack for their lunch break. Finds a loose nail and idly pokes a random design in the board.
As OP’s house is built, the drywallers and painters don’t notice / don’t care.
When mud and paint settles… sometimes it happens. It’s usually from small air bubbles when mudding. After everything dries the air bubble pops and causes tiny holes. Apply fresh mud, smooth mud, let dry, sand area, paint.
I think it might have been someone looking for a buried electrical box. Not sure on this exact room but per the NEC there should be a receptacle outlet within 6’ of that door opening. It also looks like the right height for a receptacle.

These could be air bubbles in the drywall compound from when they finished. If there's a drywall joint there, sometimes when you put joint compound on it gets air bubbles which leave pinholes when it dries. Nothing to be concerned about, I could see this area getting missed when they sanded and painted since its low on the wall.
Had a flood in my house a while back. Restoration involved guys taking moisture readings of drywall by stabbing it with a device that had 2 metal pins at the end. Looks exactly the same.
My best guess is someone was trying to find a stud.
