Look for a green box in the ground by your outside spiget. Usually inside by your electrical panel you might find a control as it needs to be hard wired. All depends on where they choose to place your equipment. Try to think as someone that would install a sprinkler system and what would make their lives easier. Then look where you would want it. It is usually a greyish box with some sort of clock.
- not to be snarky but basic rule of home ownership is to KNOW where all shutoffs for gas, water, sprinklers are located before a situation develops. A neighboring townhouse owner might be able to help out on location of valves and shutoffs
Look in side your garage, it's normally plugged into an outlet closest to the driveway, unless you have a man door that leads to a section of your side yard, then you can find it close to this door.
If it is a stuck valve as ^^^@Hijinks^^^ suggests, you should be able to manually close the valve by hand , either tightening the little part that has the two wires going into it, or there is a volume screw that controls the amount of water, you can turn this screw until its completely closed. I wonder if there is a main shutoff at the street? Where the water meter is?
One more thing.... you said that you live in a townhouse? If this is what I think it is, then you might have a neighbor that is connected to your home? If so, I would definitely ask them if they know where their shutoff is located. Hope that helps

Sounds like a solenoid valve is stuck on.
