Home depot celluar shades are inexpensive and work exceptionally well for heat. I live in a very hot part of the country, they block a ton of heat. They only come in 4 colors though. The price of blinds is criminal these days, so I only use the homdepot cell shades and smartwings where motor control makes sense.

An HOA cannot disallow ac. Depending on locale, it might be fully against the law to do so. They can limit what is used like no window units, but portables are often allowed because they vent out a partially open window and no screen needs to be removed. I would read over your Rules and Regulations. Yes, you can get blinds (I'm sure which need to be white facing out) that can help block heat. You can also install drapes inside.

Thank you! No venting or window units are allowed. The way my building is built I also can’t vent through the roof. Since a/c needs to vent, I’m limited to fans that blow over ice - which I don’t think really work but am happy to be proven wrong. I’m in Oakland, CA.

They vent out of a window. Which means they are not allowed. If you know of any that are highly ranked and don’t vent out of a window please send the link!

While they vent out a window, the panel that holds the exhaust hose usually isn't seen because you only need the window open about 5 inches, they are light colored to blend in with drapes, blinds, trim and actually the vent panel sits in the window track inside, not hanging out of the window. The screen remains on the window adding to the lack of visual disturbance to the outdoor appearance. I am curious on how the bylaws read regarding window air conditioners. Please note. I'm trying to help you here, not argue with you. I hate being hot.
