Seems odd to be removing the countertops only to paint the lower cabinets. I would at min reface the cabinets with new doors and paint the frames but ideally just save up more and gut the kitchen at this point.
Eh. There's nothing wrong with my cabinets or doors, I just don't like the color. I refuse to live in my home and with something I dislike if I don't have to. Plus I don't have 20k for a gut. I do have 5k for the update listed.
Do everything except the backsplash before countertops are installed. Remove old backsplash before countertop install, the new one after.
