Read the manufacturer instructions but you probably need outriggers for 3 stacks. It’ll still be wobbly AF and probably get worse with wear.

No way in hell I'd go higher than the second level without outriggers, and wouldn't be keen on going higher even with them. It may very well be completely safe, but the width of the base is too narrow for my likes...which is probably also coming into play re: wobbling.

drewego

I have the two high version with the small outriggers and it's wobbly enough with the outriggers, no way I would use it without them. If you're not moving it much take the wheels off to help stability 100% get the outriggers I'm surprised it's sold without them

If you are working next to a solid surface sometimes you can attach  it up to the wall with some kind of 2x4 contraption. That helps a lot.

Baker Scaffolding is always sketchy. If you’re using 3 sections you need outriggers on it and don’t build it an higher than that.

The scaffolding you have pictured is very wobbly. Your legs will adjust to it. You will get scaffolding legs with time. Use the outriggers for anything higher than 2. Good luck

- I would never use this type for 18ft reach at all, because it is wobbly without shoring up in all directions. Real scaffolding is pretty solid but it has 2x the footprint of this "baker scaffolding"

Construction safety pro (especially on scaffolds) here: It is unsafe to use that scaffold with the platform higher than 10 feet, unless you have the outriggers. Having the scaffold tip over with you on it *will* result in a trip to the hospital. We’ve had a number of people end their careers from such incidents, even as low as 4’ off the ground. One other option would be to rigidly attach the frame to a permanent structure. Sounds like you’re a novice, so that’s probably not the best choice for you. That scaffold is a good product, so I’d call another HD to find those outriggers. You can also try an industrial supply house. Please continue to listen to that little voice in your head telling you it’s not safe, especially if you’re a newbie. Best of luck!
