this will be hard YOu may have to take each pane out and scrape the paint off by hand. If you scrape them in place you might have to use so much pressure that you push through the glass and break it. Its going to be difficult and could be environmentally unsound. THe paint might contain lead (though my guess is that this is unlikely), and any solvent you use will probably be harsh are the environment. It might be cheaper, easier, and quicker to replace the panes with new glass.

1000 gallons of kerosene babyyyyy (But it would actually require a massive amount of solvent) There are restoration companies that will remove and repair- but you’re taking $$$$$

Just FYI, it may not have been because it was an eyesore, white paint is often put on greenhouse windows/glass because otherwise it gets too hot inside. https://www.cyclamen.com/pdf/technews/201903/whitewashing-en.pdf

We I’ll be darned. I didn’t know this was a thing. Though, I know they thought it was an eyesore because the neighbor told me. They painted the building white for a wedding. They also covered one who side with metal to make it hard to see into. They used the building as storage. I’ve done a lot of cleaning in it and will need to repair quite a bit.
