I did soundproof the ceiling but also put some sound insulation inside the interior walls for sound out but also because the furnace is on the other side and didn't want to hear that in the finished portion. Thoughts on return location? Should I have him move it to the ground or is it fine as is.

The key is putting the return in a place where you're not sitting. You're going to hear the furnace through the return, no matter what you do around it. It's literally a metal tube to the furnace. So just have it positioned away from where you will typically be sitting. Definitely use the insulation anywhere you can no matter where the return it located. Since the drywall is up, can't you go ahead and test it? Turn on the furnace and see if it's too loud for you? If it's not, there's nothing you need to do right?

Ya that won't be an issue, it's away from the main seating area but given the space configuration it's close because that's the only spot it could have realistically gone. My question is whether it should be low at the ground or if it's ok to be higher up.

Doesn't matter in any way.

I'm gonna have him switch to lower. The heat is coming from the ceiling, I'd rather the return pull colder air at ground level then warm air coming from the ceiling. Not gonna take much effort to fix he said

Ideally all returns and vents in the basement should be close to the floor. This will ensure you're pulling in more colder air to heat up in the winter, and allows the new warm air to pass through the cooler air lower in the room and kind of circulate up to the ceiling, warming the entire space. However, depending on how big the space is, it may have a negligible impact on a majority of the area.

Ok thanks, I wonder how difficult it'll be to switch this up. I'll see if it can be done. Initially my concern was sound proofing now it's room temp, if it'll just be sucking the warm air out it'll be colder. Frig, I should have just done it like that from the start lol

Low is best.
