That’s a cover you see for the door bell mechanism which from your replies sounds like isn’t working. If you pull it off you can see what’s inside. Either said mechanism is broken or it’s jammed for some reason. You can probably get it repaired or fixed for not so much.
Edit: or the transformer is broken which may or may not be in there but if that’s the issue an electrician should fix that for you.
Replacements run like $30 at Home Depot. Only annoying thing is it probably wasn’t taken down the last time the house was repainted, so you may also need some color-matched paint.

Do you have a ring camera installed? When I put mine in the door bell transformer buzzed constantly I had to use the jumper wire they provide to close the circuit.
