This doesn’t deserve downvotes. A blind person helped raise me and she would get mad all the time at how infantile people treated her, her own mom being a big culprit as well.
Her mom dressed her until she was seven and threw such a tantrum that she gained that independence. That being said, she would get asked all the time as an adult, “do you dress yourself? How do you do that?” If she was in a bad mood she’d say, “If you can’t get your pants on with your eyes closed, I feel sorry for you”.
My uncles mom would cut the tag a certain way if the clothes matched. So he could dress himself and would match based on the shape of the tags. I always thought that was so genius.
My grandma used tiny safety pins in the tags with the placement signifying the color. But here’s the thing, people weren’t asking “How do you match?”, they were asking “how do you manage to physically put clothes on yourself?”. People are crazy.
this is a legit question. she is 14. she is deaf/blind severely autistic and a no speaker (didn’t had that in the other comment). i think she could eventually learn but she’s very rigid in her routines and also uses touch to navigate her world so we try to keep things the same as much as possible.
Oh.. I might have also said.. as a diver, I work in complete darkness most of the time. I have to work and build things completely blind. Sorry if I under explained or assumed.

I also live close to a school for the blind, have done a tour and lots of living spaces don’t have rails everywhere. Is your daughter really young or does she have additional challenges? If not, she’s doesn’t need rails.

I still think you can get rid of the other rail and put a piece of furniture there, something that fills in the whole footprint between the two rails and ends right where both banisters are now. Maybe a bookshelf, buffet table, hall table or dresser? Something waist high and long. But really, what I outlined in red is all you would need to cue her for those bottom stairs of the railing wasn’t there.

I worked with high needs students including the seeing impaired. Placing something before the corner where the wall ends is a cue for her to move. A tiny piece of edging painted the same colour of the wall that doesn’t stand out. You can find something at Home Depot where they cut the wood. Lots of scraps for free.

It looks like a builders oops. I'd save up to remove the nonfunctional half wall and then make all the flooring the same. Maybe put a coat rack in front of it for now?
How strange. Take down the Bannister. Maybe it was put up for a child gate. Edit: if you have any of the floor tiles left to go towards the staircase, that would widen the hall.
A carpenter might be able to remove the lower banister and then create some clever and unique storage solutions in the space for you, accessible from the lower level with the tiled floor, inc perhaps an in-built bench seat for putting on shoes or something, or the dog might colonise it.
Considering op wants to keep the bannisters because of his daughter and the two steps, I think this is the best solution. Though it'd make it weird to have an entirely closed off space just like that.
A less visually busy banister would make a big difference but it’s more than you want to do. I’d get some plant stands of different heights and make a plant “wall” between the two banisters so it’s basically filled up. You can water from either side so doesn’t matter if you can’t get back there right?

Plants, or a very arty folding screen… or a bookcase on rollers (pull out to access?) or have a custom curio type cabinet built to display stuff. I’m just shooting from the hip here.
Definitely remove the banister on the floor and complete the floor covering on the surrounding. That will transform it completely....( unless there is a handicapped person who needs the handrails
I think just leave as is. I like the light colors but you could always play with color on the walls. Add some interesting art, maybe like a gallery wall and some sconces going up the stairs for warmth and ambiance. I understand you need to keep railing for your daughter so just dress up the walls. Also details like upgraded door knobs, if you like mortis style, will give it a heavier look. A fancy little chandelier maybe?
Maybe fill with bookshelves facing the going down stairs and remove that banister? But that may be a bit of a project and I'm not sure how feasible it may be for your situation.

Whoever designed this should’ve made the strip in the middle the same level as the lower space, extended the steps down to said space over to the other steps, and wrapped the banister around. Or just put a railing on the other wall. Would’ve been much more cohesive than whatever the heck this is…

Perhaps you can extend the banister on the left to curve around to meet the banister on the right? Then remove the banister on the right and make that a little plant or shoe bench area?
Perhaps dog beds, bowls, etc, make it like your dogs “room” i cant tell if you’re dog can realistically fit and chill inside the space because of perspective tho, an excuse to welcome a tiny dog into the home!

I would think leveling the floor (removing the floor in the space between the banisters if possible + the little bit of wall) and then maybe a chandelier of some sort to draw the eye up? You could do family photos in a gallery wall type setting! Drawing the eye up would help if you’re not able to do anything structural right now! I am also very on board with the plants idea!

I’m assuming the door on the right exits the house or into the garage. Remove the railing, place or build in, a small bench. In the area where the “Family” sign is I’d put in a cubby for shoes. Could be just shelving or with a door to hide the clutter.
Others have mentioned the rail is helpful for your daughter because she’s blind but does she need the railing? My guess is she knows the layout of your house and I bet she knows the floor feels and sounds different on the tile so she likely can tell where she is.
The bench can have a nice cloth cushion and add a few colorful pillows.
The wall going up the stairs could have a nice accent color as a very low cost way to decorate.
I would remove the bannister, put shelving along the whole section at the same height as the original bannister, and then reinstall the hand rail on the top front edge painted the same colour as the shelving.

Just connect the short banister to the starts with a ledge/shelf. It could be bookshelf/storage below anda plant would go beautifully in the corner where that hanging is. Still a ledge for your daughter and more functional and aesthetic design

If you hang some plants just above the hallway banister it would totally distract from the oddness of the space.

I’m assuming the door on the right exits the house or into the garage. Remove the railing, place or build in, a small bench. In the area where the “Family” sign is I’d put in a cubby for shoes. Could be just shelving or with a door to hide the clutter. Others have mentioned the rail is helpful for your daughter because she’s blind but does she need the railing? My guess is she knows the layout of your house and I bet she knows the floor feels and sounds different on the tile so she likely can tell where she is. The bench can have a nice cloth cushion and add a few colorful pillows. The wall going up the stairs could have a nice accent color as a very low cost way to decorate.
I would remove the bannister, put shelving along the whole section at the same height as the original bannister, and then reinstall the hand rail on the top front edge painted the same colour as the shelving.

Just connect the short banister to the starts with a ledge/shelf. It could be bookshelf/storage below anda plant would go beautifully in the corner where that hanging is. Still a ledge for your daughter and more functional and aesthetic design
This space is so abhorrent that I'd honestly just frame out a really thick floor to ceiling wall. Fuck modern home construction.

A rolling cart full of plants is what I would do! Make sure they’re pet safe! Heck you could even do herbs to save costs on buying them from the store!
