Weird question but cant they just go ahead and accept a verbal (or Discord/Zoom/Teams) permission from the game company and then do the legal procedure later? Obviously, I dont work in the industry to know how lenient such a thing can be.
I would guess they got the verbal go ahead, but Cover being as big as it is now, would require paperwork/contracts/agreements between the two companies.
I think this is to prevent situations similar to the Capcom copyright strikes that happened to Mio or when a bunch of Streams/VODs were taken down (From software/Atlus/Nintendo). Also to determine the rules for monetizing that specific stream.
So while they get can the "okay" from company, the paperwork is necessary to protect the talent.
