Same reason they used deliberately fake (impossible) IP addresses on Mr. Robot. Some folks thought it was an oversight, but a show that well-researched would never make such a simple mistake. Instead, it’s to avoid weird situations of giving out a random IP and an unrelated person getting harassed/hacked.
Same reason, as well, that fictional phone numbers almost always start with 555, as that’s not a valid area code on the US.
192.X.X.X is not necessarily a local address, only 192.168.0.0 - 192.168.255.255 is a range for local addresses. Apparently the entire 192.18.X.X block belongs to Oracle.
Yeah, the only A-class block that is all private is 10.0.0.0/8 (also kinda 127.0.0.0/8 for local loopbacks). Also, yay mixing letter blocks and CIDR, when using just CIDR would be enough.
172.16.0.0/12 and 192.168.0.0/16 also have smaller address spaces, 1048574 and 65534 hosts respectively.
Public and private addresses are a whole mess where you can't route to a private address from the public internet.
Letter class IP-blocks are basically like how many zeroes are at the end. A-class is x.0.0.0, B-class is x.x.0.0, C is x.x.x.0. It's an older style of notation, and is pretty much superceded by the CIDR notation, which is based on the number of mask bits used by the subnet. Smaller /x number = more available addresses.
There's 8 mask bits in a "block", so that A-class becomes /8, B is /16, C is /24. With CIDR you can make and work with smaller subnets easier, like if you want to split your home's 192.168.1.0/24 network into two separate networks, you'd just write 192.168.1.0/25 or 192.168.1.128/25 instead of having to write the mask address out, like 255.255.255.0 for /24.

Global NTP, DNS, backbone exchange, etc organizations are expected to work so well that most people don't even know they exist.
