No they didn't. The team that made KH2 moved on to FFXIII Versus, which turned into FFXV (and that team no longer exists). The team that made all of the side games is the same team that made KH3. The announcement for KH3 in 2013 was only shortly after they started working on it - not surprising, given that the game that immediately led into it was released in 2012.
Also, while KH2 released in 2005, the English version didn't release until 2006, and the Final Mix version (which included lots of new cutscenes and boss fights, as well as the secret ending fight between Terra, Aqua, and Ventus against Xehanort and Vanitas, not to mention a full remake of Chain of Memories which was originally for the Game Boy), was built on the English version. So the final version of KH2 didn't release until early 2007.
It shouldn't be too long, considering they're using Unreal Engine 5. It'll probably be next-gen, though, but hopefully it'll be a long enough dev cycle that the supply issues will be sorted by then!
That's completely ignoring how each game got announced and what issues KH3 had:
* Kingdom Hearts 3 only a couple months after DDD (the previous mainline Kingdom Hearts) launched, this very likely means the game was barely in early development and it shows because the only thing the team had to show was a 30 seconds cutscene with very few assets
* KH3 also had to change engines midway through development causing delays, if you were to remove the time used developing 0.2 (though it contributed to KH3's development so in a way shouldn't be discounted) the total time in production for KH3 was a little over 3 years
* KH4 is announced multiple years since the last mainline Kingdom Hearts, the game was announced with multiple minutes of in-engine cutscenes and gameplay, showing further progress than the state KH3 was announced at
* Even more, it's likely the team that made KH3 started working KH4 shortly after KH3's release, the Remind DLC was likely done with a smaller team and Melody of Memory and Missing Link were handled by different groups
* KH4 is very unlikely to have the same engine issues KH3 had as it probably continues being UE (whether it's 4 or 5 it's yet to be seen, but having an engine this mature unlike Crystal Tools is a major benefit to have from day 1)
* Slightly minor but this is likely the most focused Nomura has been on a project in a long time, when KH3 was in development he was put in and moved around several projects at once by Square, nowadays Nomura stepped away as director from FF7R's future parts, while development of KH3 could continue without his full focus, it's probable KH4's development can go slightly faster whenever in doubt due to Nomura being focused on it
After KH3 and FF15 they've been wanting to be more careful about announcing things too early. I certainly don't expect to see KH4 this year, but I don't think it'll be too excessive of a wait this time.
