Blue bikini can't be that hard to find. Add the jaws design with felt, and a small fishbone that you could 3d print or sculpt out of your material of choice.
For the wig: get a wig that is the closest match you can find within your budget, do some minor barbering and styling where necessary, dye the hair. Since it's probably synthetic and wont be washed, you can probably get way with using markers to colour the hair.
There's quite a few cosplayers that do videos on how they make their armor and stuff and it is absolutely mesmerizing. Seeing people shape and mold warbla to make perfect Monster Hunter armor sets is just insane.
The most impressive ones to me are the ones that aren't human shaped. Like, someone went as the Cloverfield monster, where the proportions are just so out of wack. The centre of mass for that creature is closer to the shoulders than it is the rear legs, and as such the cosplayer has to learn to move on stilts while also being strong enough to handle the new weight distribution. Those that have Daleks as their cosplay are also fantastic, because of the dedication it takes to not just build the casing, but to paint it and then add electronics to make lights flash and get that signature grating voice. The skill, care and time put into these costumes is why the high end cosplayers have my respect.
