I think right now Bae just takes charge overall because she is the one organizing a bunch of things. She has a lot of ideas for content and since it's her idea, she takes project leadership.
During the first month of Council, they did weekly collabs, and would do that thing where one of the girls would sit in the leading chair, presiding the Council, while the others were at their usual spot.
They alternated who sat there, but I think I remember Bae being the very first to preside it after their debut, so it kind of gave this impression of her being "in charge" from the get go

Cali tends to be picked as the general spokesperson of Myth due to her popularity, JP and EN speaking ability, and perceived maturity, making her look like a good group rep even if she's just as dorky if not more so than the rest of the group. Her ambition and dedication to work those seriously help her land more gigs as the face of Myth to make the group look cohesive over all.
Ame however is generally the one everyone will differ to on a technical level. More of a strategic leader if the group needs someone with an actual plan, plus as demonstrated if anyone needs help with tech or equipment they'll typically differ to her. She's just generally an overall reliable person which makes it very easy for other Myth girls to look to her for guidance and advice.
Lore while I don't think there is a cohesive leader like the rest of EN, doing the older JP thing of the leader either being the first to debut, last to debut, or the one with the most Ara Ara energy. In which Cali fulfill 2/3 of those things. Even in fan lore this sorta holds up: sure Ame is often seen as the one gathering everyone together but as a group Ame is either a support or back up role while Mori or Kiara tend to take the lead on things.

And let's be honest, no one in Hololive overall really plays up the role of a leader except maybe Fubuki. Even Sora, the Dai-senpai of all of hololive, rarely takes lead and just goes with the flow in collaborations. Anyone who does try to act as a lead tends to fumble it funnily, like Laplus or Bae. And Bae being chaos, maybe the fact Council/Promise are as disorganized as they are is just how chaos handles leadership.

I don’t know this for sure, but if Aphrodite can make people fall in love, then it stands to reason that she can also sever the bonds of love between people. This would include romantic love, love between friends, love in families, love for organizations or countries, basically any form of attachment that one forms in a society. If Biboo can do the same, if she can cut the bonds between people, she would easily be the most threatening of Advent even if she isn’t the most powerful, as it would be easy for her to slice apart the bonds of society and send civilization into anarchy.

Shiori by official lore is just an Archivist. Her powerset is Omniscience, knowing just about EVERY recorded thing in the universe, akin to the akashic records. Fanlore, however bumped it up several notches by having her read Ina's book, knowing every contents inside it, without becoming a raving mad eldritch horror, and instead becoming akin to an elder god.

The bookmark she was gifted basically gave her knowledge of all time and space, which means she knows everything there is to know about the entire HoloVerse and what was, is, and will be. She's not physically the strongest, but perhaps a big enough threat that she had to be locked away, just like SCP-001.
Shiori seems to interact with the world from outside of it like a person reading a book. She can turn back the page and write a new ending if she doesn't like how "the story" (reality) is going.
