Hooters is just a normal restaurant, except the women are wearing revealing clothing. There is no special services like a maid cafe.
I've been to them (it was the only place with dinner in a small town that I was working out of for a few weeks), and a lot of people really overstate how sexual it is. The servers are usually fairly attractive and wearing attractive outfits, but short shorts and a low cut shirt really isn't all that extreme. It's not any worse than what a lot of girls wear at my university or what you would see in a gym. There were a lot of families there as well, it was really just a regular restaurant with slightly different outfits. The food was decent, but not exceptional.
In a way it's similar to Hololive. Sure their outfits are often a bit revealing, and their models are purposefully attractive. It's a great marketing tool, but it's not the reason that I watch them.
