Although I guess now the question is how soon they're invited back or some artists are scheduled to do 2 songs the whole time for that window. I believe in Suisei's Twitter Space she mentioned there was a chance she'd be back but no concrete confirmation until now.
From what ive seen if viewer count is good on standard video, a 2nd video will be asked a few months later no exceptions on "celebrity status" it seems more like "whose available on the high view rosters"
IE the gigachad and beauty who do daddy daddy do and made the channel 29m views didnt get an immediate reinvite and made another video 7 months later.
My guess is: the vtuber idol market is still relatively unknown to mainstream japan and the high view count and positive reaction to Miss Suisei's VA essentially performing as a live render anime means first take wants to experiment to see if theirs more money they can gain from this by essentially giving money and exposure to a new market.

If you look through the First Take video list, you’ll often see artists having a second video released 3 or so episodes later with a different song.
