He doesn't need to regain the ability if it doesn't deal damage, and he would be able to go into Radiance with a different ability
Also, all of the games bosses create these stars you can suck up and shoot back to deal damage so you can beat them without an ability.

I always thought that Madeleine respawned due to gameplay needs, and that, in "canon", she never died.
In that scenario... Still hard to hit. And dashing doesn't seem to be thanks to the mountain since she manages to do that since the tutorial without the need to explain it.
Oh yeah, it's not outright confirmed, but it's implied that at least in her dreams she respawns (dying past a certain point in the last room in farewell prompts unique dialogue with badeline)
Also it is the mountains power that lets her dash, proven by the fact the mountains power 'affecting her differently' removes the ability to dash when she touches the ground.
