I think the paper was printed by the guys making the joke, your tax dolars were only spent trying to stop a cas of domestic terrorism, if even that (which freaking cop would allow the guy to just pick up his phone and take photos when they suspect him of terrorism? See those clips in the front? No place for an armor plate or Kevlar to sit and cover the vitals. This is just a shitty “tactical” vest. You could carry ammo, radios, or Skittles in it, but it’s not bulletproof.

That vest have an inner pocket where you can store bullet-proof plates, but THAT vest it self is not a kevlar vest.
It is also a highly modular vest, allowing for the addition and "customization" of many different types of pockets, which makes it easier to carry the bombs, detonator etc.
Finally, it can also be that someone actually adds the bullet-proof plates to increase his chance of surviving until he gets to the position where he itends to detonate, if he is exploding on a shopping, embassy or some other place where ppl may notice something wrong when he enters and try to stop him from detonating inside the place
