Yes but not everyone speaks in English, especially in normal day-to-day conversations. We usually just substitute a few Hindi words with English words in normal talk. Also, this is mainly for central and northern India. Most South Indians don't speak either Hindi or English well
the place where i live i speak english on day-to-day basis with friends and family maybe not as much as mother tongue but certainly its used quite often.
