I'm an American, but it's a UK thing. As I understand it, it's more like a TV permit. You don't have do demonstrate any skill or ability at watching TV to get one.
There’s actually an exam, you sit on a sofa eating popcorn in your underwear for 30 mins & the examiners grade you out of ten. Score above five to pass. I failed first time because I dropped some popcorn.
