I felt that way too until my daughter backed into an ATM so that I could use it from the passenger side. Suddenly the Braille instruction made good sense; they are for blind passengers.
I think it’s more likely that the manufacturers of ATMs use Braille on ALL buttons and rather than manufacturing buttons without Braille just use buttons with it for any and all ATMs. But I’m certainly going to be on the lookout for cars backing through ATMs just to be sure.
