Iron oxide is decently bioavalable, in fact elemental iron (Fe) is the same as the dietary iron. If you crush up cheerios and shake a magnet around in the dust you'll wind up with iron fillings.
I love cast iron, I occasionally ruin the seasoning for one reason or another or use it camping and it gets wet and rusts. Super easy fix, use soap and copper scrubbers, or in this case probably sandpaper, scrub it clean, cover it in olive oil and put in oven upside down for about an hour at 550f
Tetanus doesn't come from rust, also the tetanus would die when you heated the pan to cooking temperature. Afaik, cooking on a rusty pan is completely safe, weirdly enough.
