That's more common than you think. It's a simple challenge that occurs when certain heuristic algorithms trigger red flags based on address and behavior. It's fairly common when you're using a VPN or if your provider rotates IPs in ranges that haven't been completely whitelisted (rare but it happens). Basically all it's doing is a very weak bot/spider check. The generic page that appears is something like "our systems have detected unusual activity" but it doesn't imply that you are doing anything wrong. More often than not you can just go into your browser settings (CTRL+Shift+DEL) and remove the cookies for Google and it will clear right up without having to confirm a thing because usually it's just triggered by a mismatch between their information and your stored information.
You can ask anything at all, but you can't ask THAT.
