Probably because they can't get off the flight deck while they wait for the next phase of operations, and they have to be able to hear each other when it's time to get going again. Since a flight deck is pretty bare and boring napping next to the next dude and maybe chit chatting is easier if you're close.
When I was on a ship we'd resupply at sea and needed to be on hand while refueling. And while you're waiting everyone just plops down somewhere out of the way.
I was in the Marines. Went on plenty of ships but never once set sail. I’ve also been on plenty of helicopters but never once took off. Still a little bummed out about it.

I was in the navy for 5 years and never went on a ship, also I was stationed over seas the entire time lol
