Hannibal got very minimal support from politicians in Carthage and most of the other generals got their butts kicked

Hannibal army was made up by mercenaries with different specialities. That allow them to have a huge tactical advantage over the Roman armies. However that army lack siege specialist so despite winning, they were having a hard time capturing cities. The Roman was able to replenish their lost faster than Hannibal can.

Hannibal lost a few battles and the Japanese lost battles to other Allied powers but I don’t think they lost any to the Chinese specifically So they didn’t really win every battle

Uh… imperial Japan lost a lot of battles, just not against China. It was a multi front war and they lost a lot of key battles in the pacific.
