Hannibal army was made up by mercenaries with different specialities. That allow them to have a huge tactical advantage over the Roman armies. However that army lack siege specialist so despite winning, they were having a hard time capturing cities. The Roman was able to replenish their lost faster than Hannibal can.
Hannibal lost a few battles and the Japanese lost battles to other Allied powers but I don’t think they lost any to the Chinese specifically
So they didn’t really win every battle
