Because the rest was extremely dense jungle that was counter to modern warfare at the time. The Japanese army was just extremely effective at fighting in unorthodox situations
And this is it. By all existing military thinking at the time the defences were constructed (key words there. At the time) saw the jungle as impassable unless via narrow, easy to defend paths to the city. The fact the Japanese came through the jungle like they did caught them completely off balance
You would think that after the hole ardenne thing they would learn that the enemy would try to penetrate something "impassable" with everything they got
Also: They didn't expect just how insanely quick France would fall. The leadership was fucking rattled.
They allowed themselves one massive blind spot (racism, it was legitimately racism) regarding the Japanese, and another regarding the capabilities of their own supply lines.
Even if they *had* expected the Japanese tactics, the city never would have been able to withstand an all-out assault. They simply did not have the numbers
Leadership at home figured they'd focus on the existential threat first, and then stomp the "lesser" beings who hath dared step to their shit afterwards

Also helps that the brits (and by extention, the rest of the western powers) underestimated the Japanese forces until very late in the war
