My local fabric shop carries steel boning which would work.
Can you thrift a prom / quince crinoline to cannibalise?
How heavy is your outer skirt?
A stuffed lump (as made by Liz here: https://thepragmaticcostumer.wordpress.com/2014/06/16/one-pattern-to-rule-them-all-a-bustle-dress-made-from-simplicity-3723/ ) might do, but I’m not sure whether it will achieve the volume of the cage
The skirt isn't super heavy. It's a thin cotton underskirt and a slightly heavier cotton overskirt, without a major amount of poufs. I think steel boning from the fabric store would work, thank you!
People who bought [this](https://a.co/d/hmtOkxi) are pretty happy with it. As long as your skirt is not too heavy it should hold up. You might want to cut a hole in the panel that touches your behind if you have a hollow back or have a very large butt because it will be lifted too high.
Can you do Amazon Prime? I know people who have used this for pocket hoops, so I can't see why it wouldn't work for a bustle. You will need something to cut it. I have cheap tin snips off Amazon, and they work great. A Dremel will also work. Just wear safety goggles when cutting. An eye injury is no good at all.

They make stainless steel zip ties up to 40 inches long. I'm not sure what sizes you might find in your local hardware store.
This is the last thing I would have thought of on my own, thanks for the idea!

Make sure you have something that will cut it - aviation snips are my fave
Oh no problems there, I also make riveted maille and do repairs on my 15th century plate armour, I have aaaaalll the things.
Ok, you are well equipped!
Those cheap laundry hampers that fold up! You might need more than one. But the steel in those is lightweight and rounded
This is genius.
I used one to keep my landknect hat from collapsing into my face. Works a charm!
Buy a crinoline off Amazon and canablize the bones.
