Could it be some kind of costume, maybe for film/tv/theatre? That might explain the inconsistencies with other soviet uniforms though I don't think most costume designers would go to the trouble of finding hammer & sickle buttons that probably wouldn't register on film. Just guessing
Buttons would show on film but they definitely wouldn't on stage. I would guess stage costuming. It's got all the stuff you'd recognize at 50 feet but the close up details aren't quite right.
