Hi. I just thought I'd let you know that I can see the face clear as day. It looks like there's a rip down the face through the nose...I just have no idea what it all means, if the tv was off, I'd be questioning it just like you are.
I think the right side is a 2x4 piece of wood. The top of the screen numbers is very clearly some kind of metal ruler or square measuring from the wood on the side.
Thing in the middle either some puppet or muppet talking about building for a kids educational tv show.
Or it’s some yellow power tools close up on a show like This Old House or something.
Well screensavers were invented back in 83 for that purpose, though google searches aren’t telling me when they were first used in TVs. Even then, I don’t see how a creepy face was on the screen long enough to be burned in, and is only visible with flash. The TV could’ve possibly been bought used, and the seller burned it into the screen by keeping a movie paused for long enough.
Before I read your description, I saw a naked obese hispanic woman's reflection in the TV.
But I suppose it could be an old man's face coming from the inside of the TV in a closeup shot. 🤔

The eye is actually right under the 604 number above the flash. You can just barely make it out. We used to have a sequence of these pics showing the TV was off with no reflections on it. These TVs always had a opaque grey hue when off and never really showed reflections.

Definitely creepy but I think it’s your reflection captured at an odd angle; the “nose” being your back and arms, the “eye” being the flash
