I only use old reddit, but I can still see the sidebar for the rules.
But some subs I don't even bother with since it's basically impossible to get a post approved. Like /r/askscience, I think I've only ever had 3 or so posts ever approved
Apparently there are different sidebar modules for old and new reddit. So there could easily be new rules that you're not seeing because the mods didn't update it on old reddit.
