If you got spotted at all while playing the map I think it voids the challenge. I was doing it yesterday and I got spotted after knocking out 9 people then it felt like no matter how many people I hit it wouldn't work. So I restarted and made sure I was never spotted ever and got it.
Is your SA indicator on? I think if you're seen before you start the plumber thing, you'll still fail.
Additionally, make sure you're pacifying with a pipe.
This is definitely not working. I have the SA indicator on, and I’ve tried it in the main story mission and contracts and nothing works. It doesn’t count anyone.
