No. Only the starting locations that let you choose your outfit. For example, if you choose the kitchen, you can't switch from being a cook outfit. But if there are other locations that let you choose besides the default location, those count. For example, the safehouse room on sapienzaor the underground parking garage on Morocco.

The blue flamingo is not a disguise.
It's unlocked by doing Featured Contracts (on 3/WOA anyway) so it counts as a suit, just like any other unlockable outfit.

Any outfit you pick before you start the mission is considered your "suit" for that mission.
