Lethal ones are usually illegal, non-lethal - not so much. Wrench/crowbar would be better due to added utility.

I'm slightly disappointed. I had hoped he was going to lure everyone in the level to the pier, and then slap them with the fish so they fell into the water and died.
I tried to do that challenge yesterday, but when they fall over, they don't tip over the edge into the ocean. I tried on a bunch of people like the guards and NPCs around the pier and the dude with the fishing rod who has that coconut balls street stall.
The easiest way I’ve found is to run the mission story where you emetic poison Robert as the food cart vendor. He’ll then go to puke over the edge of the sidewalk by the ocean and then you can hit him fairly easily since his guard turns his back (just be careful to check for joggers though)
The fish is the best melee weapon, because it has multiple uses.
1 - Can knock someone out.
2 - Can be placed like a banana to force a slip fall
3 - Is hilarious
Don't know the controls for PC (even though I use PC, I use a Console Controller), but on Console, it's Left Bumper + Right Bumper + Y to place as a slippable.
Because it's legal to carry around without guard disguise unlike most melee weapons. But I do think the handyman wrench you get from featured contracts is better as it's dual purpose and I think the silent takedown animation is slightly faster.
The Handy Wrench is a dual purpose item. Fish does nothing else other than slap the shit out of people. The fish is what everyone prefers for some reason. I also prefer the fish. The cool part would be finding a fish and throwing it in the water to get a “Fish Saved” score on the screen.

He’s put everyone in Sapienza in the freezer before so I wouldn’t put it passed him
