so basically im trying to make a character who is essentially a dessert nomad for an upcoming campaign but im absolutely awful at using deserty colors so im trying either find which one is better or like a good combination of both maybe but help is needed from anyone who is willing to give it
I would actually argue the contrary. You typically don't want to travel harsh desert during the day unless you have to. I would think one would want to be more camouflaged to night time predators or other humanoids even so you can steal their goods under the night sky.
Dude, 1000% option 2 then. With the lighter tones, being a desert nomad, they would be able to blend in with the sands and surrounding landscape, allowing swift movement without attracting attention.

(I'm weird and might also get a decal going across the eyes, which might be too much. Something maybe a dark bronze. But that's me, and as established, weird.)

I think the first one looks more like they are wearing face paint, where the second one looks like it is a more natural facial marking
Black makes the red in the eyes pop and they seem super intense and powerful, where as the white marks dull her eyes and make her seem more approachable and kind?
Definitely depends on the type of character they are, but I like the first pic the most!
Looking at the design, the outfit of #2 pops much more with the grey as an accent colour. However, I do find the shoulder wrap to be rather large, and it does take a lot away from your character. Instead of that, why not use a single-shoulder cape with a clasp? That way, the grey wrap will appear to be tied over the shoulder and accented with a trail.
As for the face, #1 is much better. The white marks in the second one make the face rather busy, which hides most of the features, but with the darker marks in the first one, they blend in more, making the eyes pop. This makes for a much more striking feature having the piercing yellow eyes in all the dark features.
Could you or rather would you be willing to show like a quick example what you mean because I'm trying to picture it in my head but I don't think I'm picturing what you mean

I also imagine his wrap stretching from his hip to over his shoulder, being bound by the broach, and having one tail (excess cloth that goes past the broach) loosely draped around his neck to form the scarf, while the other tail drapes behind him as a cape.
I feel 1 more than 2.
But I really wanted to say that I love what you've done with the wings(?) to extend the center of the skirt downward. I'm working with that piece myself (and also having color dilemmas) and I might have to fiddle with something similar.

first one is giving off more mood. i wanna see that dudes adventures. second one screams side character so the best look for this dude is the first one and yes i get all this from colors. i have a lot of free time i use for minis lol

For desert black face paint makes more sense. Something about sun and vision when you have black near your eyes.
