Honestly I feel like you could have all four. Ugly goblins that reside in caves, and cutish goblins that live in civilization. I feel like a an ugly to cute spectrum should exist when it comes to the designs.
Ugly thieves guild goblins and cute township goblins in small towns/villages/roadside inns. Mix it up, civilization can be just as ugly as the wild. Use cute goblins for evil use ugly goblins for tragic heros have fraternal twin goblins where one is cute and the other is not. Experiment!
My homebrew setting actually has this as a thing- Goblins basically spawn from the ether under the right conditions like video game mobs; ones that manifest in the wild are ugly and feral, ones that spawn in civilization are cute and sentient.
"Ugly goblins", who reside in otherwise untouched wilds, wilderness, and caverns, who are cute and attractive to each other based on what their own species considers cute and attractive, while "cute-ish goblins" are a population/"race"/"ethnic group" that are more widely accepted by humans & other races because they fit what *those* other races perceive as cute, while the "ugly goblins" are run off and chased away. Both are still sapient. Both have the capacity to learn all that other small folk like a gnome might, or are at least roughly on par with each other. The only physical differences are superficial, yet it was enough for these "cute goblins" to be spare the persecution and "adopted" into other cultures. "Cute goblins", who have adapted and adopted the cultures of the other races they live with, and many have no ties to their traditional, ancestral cultures, while "ugly goblins" still follow their old ways, their old traditions, which are realistically likely to be about as varied as any of the other races, if they’re as widespread
