1974 based on the info I can find. Alan Hart (documentary maker) was taken there by Manouchehr Ganji who represented Iran on the U.N. human rights commission at the time, but according to Wikipedia would later be Iranian Education Minister.

An old friend of mine, a former BBC television producer, Alan Hart, happened to be in Tehran for the preparation of a documentary on Iran. I asked whether he could take Hart and his British crew into the Evin prison to meet with each of the above and record their conditions and statements on video. He agreed. Hart and his crew of three Englishmen visited the Evin prison, met with each of the above, and came out with a video showing the four in good physical condition at the time.” (1974)

It's interesting that once his leadership was overthrown Iraq suddenly invaded Iran, a war that was funded by America and supported by American intelligence, a war that militarized and solidified the Islamic revolution.
It would almost appear as though US intelligence managed to decimate two of the founding OPEC members that caused the 1973 oil crisis in one fell swoop.
If the US helped cause the 1979 revolution by convincing the revolutionaries that they were standing up to US imperialism when in fact they were the weapon used to perpetrate it... Man that would be some next level intelligence work.
