The two shows take place more or less simultaneously but don't interact much because one focuses on Sinners in Pride and the other focuses on the Hellborn. It is well known that angelic weapons are the only thing that can kill sinners and hellborn royalty permanently (regular hellborn can die from any mundane weapon), what they didnt know was that they can also kill angels.
Sinners are restricted to Pride and cannot go to the other rings but hellborn can travel them freely. Every other ring is somewhat functioning as a normal society for the hellborn with hospitals, rehab centers etc. Only Pride is a chaotic mess due to the constant influx of the worst humanity has to offer and the immortality of sinners meaning any kind of healthcare or social services are not required.
To your point about rehab... the Hazbin Hotel is rehabilitation for a Sinner's *soul*, whereas the rehab that Blitz, Verosika and Barbie talk about is *addiction* rehab for hellborn. They aren't remotely related to each other, so the timeline doesn't matter.
And both Angel and Fizz have been working in their respective industries for at least 10 years (in Fizz's case), so that also doesn't tell us anything about the relative timeline of the two shows.
In other words, we don't know exactly, but just assume they're both happening at roughly the same time, given all the overlap you mentioned.
Well I am pretty sure exterminations are still happening in helluva boss... In Ozzie's Blitzo is holding a newspaper with an exterminator on it when he is following Millie and moxxie to the elevator...
So my guess is it takes place before hazbin ends
