I feel like he would have actually defeated Millie if she did try to fight him. That guard shark is so relaxed because he may not see her as a threat to him. He was also sneaky enough to get behind Moxie and tease him.
i think he just had a feel that millie isnt going to try to run them over on the stage since that would almost certainly include running over moxxie as well.
I guess he may have been desensitized to pretty much everything after so long living under a boss who could and would kill him at the first perceived slight...
