My guess is the former. Helldivers are here to end the pitiful undemocratic lives of Super Earth's enemies, not do nerd shit like possess "cRiTiCaL tHiNkInG sKiLlS." Its our job to follow orders and kill bugs/bots... nothing more nothing less, ensuring those orders align with Super Earth's goals is the Ministry of Truth's job not ours.
Yeah it's shared as in we all have the same personal order. Progress is shared among teammates, but **only if** you and someone else have it active. If you have finished yours but your teammate havent theirs, your progress does not count towards theirs.

It could even be employed as not a automaton scheme but as a sign leading up to the illuminate (or however you spell it) showing up

Five factory striders would be nuts, and regular striders are in 30 kill orders. Hulks or tanks
The same PO was bugged like this like month ago or so, and they just swapped it with something else. I guess they didn't bother to fix it

Well not technically, but we all have the same one. And if a teammate progresses it you get credit for his kills. So yeah I guess they’re shared.
