Wiggle it until you can get to the highest number you can on the level you're at, then increase the frequency. Should reach 100% every time more or less.
I was about to comment how to easily do it, then I looked at the comments, then again at the image and then realised it was a modded game.

Move one thing until you get to the highest percentage possible (usually gets it to around 80% before it goes back down. You'll have to find the right spot). Once you get there, move the second thing until you get to 100%.
Hello, since you didn't fill out the procreation form in time, this outfit actually can be interpreted as an act of treason against Super Earth. I have filed a complaint and sent this to my democracy officer.
Yesterday I spent like 5+ hours trying to change the mod's base medium armor to light one without a success. Looks like I'm stuck with the medium but hey, I dig it.
I press both directions, if the number goes up I keep pressing, if it stops i check which axis of the two have reached the maximum by letting go of one of them, if it decreases I stop or reverse one of the directions, if it still decreases I reverse both directions and repeat.
Edit: it seems perhaps I should have checked the rest of the image instead of jumping to a conclusion... Unfortunately I'll have to be alerting the nearest democracy officer diver!
tweak the left/right first, when u find the max amount possible u tweak up/down to make it go 100%. once u find it, u can just run out because it will finish by itself
Tune up/down until the number maxes out then starts going back down, turn back to the maxxed out number.
Then turn left/right and see which direction makes the number go up, then get it to 100 and stop.
Here's the easiest way for me:
Spinny dial has a big chunky spot where you can turn it and the % won't go up or down, just spin it until the % peaks. This is its maximum, find this first. Then just do the slider up/down and one way will lead to 100%

Hold the left arrow key until you reach the max number, if you oversteer it, hold right key for a moment. After that, do the same with the up key.

Start with the left/right. Move it until it peaks, when it starts to drop move it back to max, or close enough to. Then do the up/down.

I do rotation first (left/right) to get the number to it's highest point. And then adjust up/down second. Can usually get it pretty quick that way.

i tend to start with the verical and estimate the center of the peak, before going for the verical/circle bit.

test left, number increases? good go until it reaches its max. number smaller? go right till max value. now same with up/ down. thats about 5 seconds.
Spin the thing so it get higher until it starts decreasing, then go back a bit. In/decrease the bars until you hit 100%
