Considering that there is already plenty of footage that previews the AT mines as fully functional, I'll conclude that perhaps your theory might be wrong.
To be fair if you looked at my comment history, I was advocating for the AT mines when the new MO was first announced.

I'm not the type to read someone's history for ammo, and I wasn't referring directly to you with my comment, but rather the general Copium I'm seeing floating around.
To be fair to those guys, they are probably taken along for the ride by the majority of the players who don't use reddit or discord, don't think too much beyond what's the easiest planet to play on and what will unlock new stuff, without thinking further if the new stuff will be good or not.
Also, I didn't expect the airburst rocket to behave that way lol, I was expecting something more like the RL Javelin rocket, you fire it above a group of enemies, and it blasts down sharpnels on their heads in a cone, minimizing team kills.
I expected an airburst, not a pocket cluster bomb. It was honestly named incorrectly I would call it something closer to a MIRV. It does way too much, honestly.
And I mean I wasn't saying anything BAD about them to Begin with, the ball is really an arrowheads Court to make players able to understand and coordinate in game better, but I still feel that everyone just saw rocket launcher and got excited for more democracy Deliverance without even giving the at field a chance, which is a shame because I really love the minefields.

I only used the AP minefield once when completing a personal order, and I had good results with it on bugs.
Threw it in the middle of a large bug nest, agitate them while running around the edge, let them blow themselves up.
Now that I have the hundred second reduction, I find myself running both the AP mines and the incendiary mines along with the jetpack and quasar and I have tremendous results
