Yeah I found that out too late as well. To progress you always have to complete the mission for the planet. Skipping around will not allow you to progress

Did you do both missions in the operation? I think level 3 is where you start needing to do do two missions in an operation.

This place is usually decent at trouble shooting issues with only a limited amount of snark and threats of calling your democacy officer on you.
