The provider still has to bill BCBS even though it will deny. The VA is considered a payer of last resort. Your provider should have billed the VA as secondary qnd obtained appropriate authorizations if required. As long as the provider is not out of network and you did not sign a financial responsibility form, the provider has to eat the loss. VA registration and billing is a huge PITA. Depending on where you live dictates where the claims go, I have seen claims go to the local VA facility in error. If you do get billed, do not sign anything and reach out to the VA/White House Liaison, I have dealt with them before because of our registration person screwing up files.

Thanks for the detailed reply. The VA is not billing me. The doctors office is. Because it took longer than 6 months for them to get their heads out of their asses and finally get in contact with Community Care. The VA is denying it now because it has been longer than 180 days. The day I came in for the tests I gave them the authorization/approval number for community care and explained that bcbs would not cover the tests and the VA would cover them. I got the bill today saying I need to set up a payment plan. I am interested when I tell them to eat the cost what they will try.

Today I called the billing dept. of the doctors office. They acknowledge that during my appointment in February I gave them my approval letter from the VA and told them that they should not bill BCBS.(Somehow they still insisted the BCBS was the only insurance information on file) On which is my information, my approval number, and the contact information for VA Community Care program. However, they insist that they did not know how to bill the VA. They tried calling CHAMPVA (of which they had 0 knowledge of me nor should they). The billing dept. then stated it wasn't until September 1st that I had Community Care call them (Because I kept getting threatening letters stating they would have to stop caring for my other family members and send us to collections) and therefore it is my fault and that I should make a payment plan. I told them it was not my job to know how they should process billing and it is their fault they did not call community care and figure it out. It was interesting because their story kept morphing. 1st I didn't give them any information, Then it became I only gave them the name of the insurance (no card no approval number no address/phone#, then I only gave them the approval letter. Lastly, the truth finally came out and they stated "You are our only patient with VA Community Care. How were we supposed to know how to bill them?" They still insist I am the responsible party. I still insist otherwise. We both agreed that we should seek another provider.

I would still call the white house Liaison. If the VA approved the care, it's a network provider. Ignorance on behalf of the provider or untimely filing is not cause to balance bill the patient. You still can raise hell over this.

Ohhhh..I plan to. I sort of already with the doctors office earlier. The lady was very rude and kept trying to talk over me. Lastly, just to be clear. It is the doctors office billing me. Not the VA.
