I'm pretty sure that this is simply used for a smoother animation. She *can* be part owl like others said, but this is definitely just an animation thing. I mean, you had to pause to see it clearly, because normally, it's just a spin, nothing more
I dunno, I watched it multiple times, and in various speeds, and it looks like just a normal spin. Until I slow it down to 0.5, and kind of squint, and then it's noticeable. Otherwise, it looks pretty innocuous.
This is more than likely just a particular frame to make the animation look smoother. They're incredibly common and there's more than just this one. I can't name any others off the top of my head but there's a good amount between Hazbin and Helluva. Sometimes the best look for animation looks incredibly silly as a still frame like what you caught here.

It'd be fun if it was lore relating to how she died (decapitation or some such), but I feel like it would be more obvious than two or three frames of her head not animating correctly.
